So I've already explained this but I'n gonna say it again:

Wanda is the leader of the Rebels. She started Who What When Where Why to try and get Townies on her show and figure out what controlled the Townies' magic. She thought that, the more she interviewed people, the show could get more credible and she could eventually get important people on it and figure out how to take it all down.

Okay, so not so big reveal - the "xxxxx / xxxxx" is Wanda (the person Maia was talking to in the Meeting).
